California Insurance Commissioner names Taft
graduate new Deputy Commissioner of Consumer Services and
Market Conduct Branch.
California Insurance Commissioner Steve Poizner announced
that Tony Cignarale will serve as Deputy Commissioner of
Consumer Services and Market Conduct, effective September
10, 2007. Since August 1, 2007, Cignarale has served as
acting Deputy Commissioner of Consumer Services and Market
Conduct. Cignarale replaced Woody Girion, who was recently
named Deputy Commissioner of Rate Regulation.
Cignarale has served as Chief of the Consumer Services
Division of the California Department Insurance since 2001.
In this position, he directed the statewide activities of
the Consumer Services Division, which includes responding
and investigating consumer complaints and inquires relating
to many lines of insurance. Cignarale has served the Department
of Insurance for 15 years in several capacities, including
Associate and Supervising Compliance Officer. In 2004, he
was the recipient of the Insurance Commissioner's Leadership
and Teamwork Award.
Cignarale is a graduate of Clarkson University, and holds
a law Degree from William Howard Taft University, School
of Law. Cignarale also achieved the Associate in Claims
designation from the Insurance Institute of America and
the Casualty Claims Law Specialist designation from the
American Educational Institute.
"Tony has been a tremendous asset to the Department
for the last fifteen years," said Commissioner Poizner.
"I am pleased that he has accepted my offer to serve
our department as Deputy Commissioner of Consumer Services
and Market Conduct."

The BPPVE Closes
On July 1, 2007, as a result of legislative inaction, the
California Bureau for Private Postsecondary and Vocational
Education ceased to exist. This resulted in the unfortunate
situation where there is no regulatory oversight for private
postsecondary colleges and universities in California.
On July 12, 2007 the Governor of the State of California
signed Assembly Bill 1525 which allows previously approved
California colleges and Universities to enter into a voluntary
agreement with the State of California which requires compliance
with state statutes, rules and regulations as they existed
on June 30, 2007. On July 24, 2007 William Howard Taft University
entered into such an agreement.
The University is also approved to operate and award degrees
pursuant to the laws of the State of Colorado. The regulatory
actions in California have no impact on the approval by
the State of Colorado or the University’s
accreditation by the Accrediting Commission of the Distance
Education and Training Council.

Jonathan Falwell to succeed his late father as
church leader.
Taft University graduate, the Rev. Jonathan Falwell, is
the new pastor of Lynchburg's Thomas Road Baptist Church.
Falwell, 40, succeeds his father, the late Rev. Jerry
Falwell, who founded the 21,000-member church nearly 51
years ago.
The elder Falwell, who died May 15, was the only pastor
the church had ever known. He was the founder of the church
and Liberty University. Several thousand church members
who gathered for a business meeting elected Jonathan Falwell
pastor yesterday evening on a unanimous vote.
Jonathan Falwell has been Thomas Road's executive pastor
since 1994, a position that gives him considerable experience
in handling the church's day-to-day operations. The late
Falwell, who was senior pastor, had groomed his son to replace
him one day.
"Obviously, I'm excited about the future at the church,"
Jonathan Falwell said. "I'm excited about carrying
on Dad's vision. I certainly, in no way would ever presume
that I could fill his shoes. Those are shoes that can't
be filled. But I will commit to do everything I can do.
The abilities that God has given me, I will use them to
my fullest to carry on the vision and the mission of this
church, which is to reach out across the city and around
this world with the Gospel of Jesus Christ."
The Rev. Jerry Falwell started the church with 35 charter
members in 1956 and watched it grow to a membership of close
to 21,000 members.
Jonathan Falwell received his undergraduate degree from
Liberty in 1987 and graduated from the university's seminary
in 1996. He also earned a Juris Doctor degree from William
Howard Taft University in California in 2004. Due to his
church responsibilities, he has not taken the bar examination.

TAFT UNIVERSITY STUDENTS NOW ELIGIBLE FOR DEFERRAL
OF STUDENT LOANS AND INCOME TAX CREDITS/DEDUCTIONS
David L. Boyd, President of William Howard Taft University
announced today that as a result of legislation passed in
2006, Taft University students are now eligible to defer
repayment of existing federally insured student loans during
their enrollment period with Taft and may be entitled to
special income tax benefits.
“The University filed an application with the Department
of Education on the effective date of the new law and was
approved late last year,” Boyd said. The new law requires
that an institution be accredited by an accrediting body
recognized by the Department of Education and meet certain
other requirements before it can be approved.
The approval also means that students may qualify for
the Lifetime Learning Credit or special deductions on their
2007 federal income tax returns.
Mere approval of a school by a state agency will not qualify
its students for these benefits, Boyd noted. “It is
our understanding that we have the only distance learning
law school that has achieved eligibility status with the
Department of Education and the Internal Revenue Service
which allows us to provide these benefits to our students.”
